The rules for bringing a dog into the United States changed in August 2024, tightened again on July 31, 2025, and a great deal of advice still circulating online describes a system that no longer exists. Here is the current process — including the mistake that now strands American owners abroad with a dog that cannot come home.
Two Questions Decide Everything
Before you look at anything else, answer these:
- Has your dog been in a country CDC classifies as high-risk for dog rabies in the past 6 months? Not just where you’re flying from — anywhere the dog has been.
- Where was the rabies vaccine issued — in the U.S. or abroad?
Those two answers put you on one of three completely different tracks. CDC publishes only the high-risk list; if a country isn’t on it, it counts as rabies-free or low-risk. Check the list yourself before every trip — classifications get updated, and secondhand claims about a country’s status are the most common source of bad advice on this topic.
Track 1: Only Low-Risk Countries — One Free Form
If your dog has been only in rabies-free or low-risk countries for six months, the sole required document is the CDC Dog Import Form receipt.
- It’s free, completed online at cdc.gov, and takes a few minutes.
- The receipt is valid six months for multiple entries, as long as the dog stays out of high-risk countries and departs from the country listed on the form.
- One form per dog.
- Show it printed or on your phone — to the airline before boarding and to officials on arrival.
- Entry is allowed at any airport, seaport, or land border.
- CDC rebuilt the form’s web system in February 2026. The receipt looks different; the requirements did not change, and older receipts remain valid if accurate and unexpired.
Track 2: U.S.-Vaccinated Dog Returning From a High-Risk Country — Read This Before You Leave
This is where Americans get caught, and it is entirely preventable. If your dog was vaccinated in the U.S. and will spend time in a high-risk country — Mexico, Brazil, Colombia, India, the Philippines and many popular destinations are on that list — you need two documents to come home:
- The CDC Dog Import Form receipt, and
- A Certification of U.S.-Issued Rabies Vaccination form.
The second one is a specific CDC form — not the ordinary rabies certificate your vet gives you for licensing. And here is the trap: CDC’s one-year transition period ended July 31, 2025. Since then, this form can no longer be issued retroactively after the dog has left the United States, and USDA-endorsed export health certificates issued after that date are no longer accepted for re-entry.
In plain terms: your U.S. veterinarian must complete that form before your dog departs. If you fly to a high-risk country without it, there is no fix from abroad — your dog is treated as foreign-vaccinated and falls into Track 3, with everything that entails.
Track 3: Foreign-Vaccinated Dog From a High-Risk Country — The Long Road
This path takes months and cannot be compressed. Requirements include:
- A microchip readable by a universal scanner, implanted before the rabies vaccination — if the chip came after the shot, the vaccination doesn’t count and must be redone.
- A Certification of Foreign Rabies Vaccination and Microchip form, completed by your veterinarian and endorsed by an official government veterinarian.
- A passing rabies serology titer from a CDC-approved laboratory — results from any other lab are rejected outright. A passing titer is good for the dog’s life as long as vaccination coverage never lapses.
- A reservation at a CDC-registered animal care facility. Without a valid titer, that reservation must include a 28-day quarantine.
- Arrival by air only, at the specific airport where that facility is located — roughly six airports nationwide. If the itinerary doesn’t match, the airline is required to deny boarding.
Rules That Apply No Matter What
Every dog must appear healthy on arrival, be at least 6 months old, and have a microchip. There is no exception for small dogs, service dogs, or dogs that have made the trip before.
Cats Are a Different Story
CDC does not require the Dog Import Form or proof of rabies vaccination for cats. Cats must arrive healthy and may be inspected. But airlines and individual states or territories set their own rules — “CDC doesn’t require it” is not the same as “nobody requires it.” Hawaii, in particular, runs its own strict quarantine program.
The Airline Rules People Forget
Government requirements are only half of it, and airline rules are often stricter: carrier dimensions, in-cabin weight limits, a cap on animals per flight, breed restrictions for snub-nosed dogs, temperature embargoes on cargo travel in summer and winter, and their own health-certificate timing. Book the pet reservation when you book your seat, and call to confirm rather than trusting a webpage.
One Example: Leaving Korea
Exit rules are a separate system from U.S. entry rules, and you need both. Korea is representative of how most countries handle it: the Animal and Plant Quarantine Agency (APQA) runs export quarantine, generally requiring an ISO-standard microchip, rabies vaccination records, and a health certificate issued in English by a local veterinarian within a set window before departure, followed by processing at a regional office or the airport quarantine desk. Forms, fees, timing windows, and appointment requirements change periodically — confirm with the agency directly rather than a blog post, including this one.
💡 Tip: The most common cause of problems isn’t a missing document — it’s inconsistent information across documents. The owner’s name must match the passport exactly, and the microchip number, breed, color, sex, and vaccination dates must be identical everywhere they appear. Officials compare them line by line. Photograph every document before you travel and keep digital copies alongside printed ones.

경로 1: 저위험국에만 있었다면 — 무료 양식 한 장

경로 2: 미국에서 접종한 개가 고위험국에 갔다 돌아올 때 — 출국 전에 읽으세요
가장 많이 걸리는 지점이고, 완전히 예방 가능합니다. 미국에서 접종한 개를 고위험국에 데려갔다 돌아오려면 두 가지 서류가 필요합니다 — CDC Dog Import Form 접수증과 Certification of U.S.-Issued Rabies Vaccination 양식입니다. 두 번째는 동물병원에서 받는 일반 광견병 접종증명서와 다른 CDC 전용 양식입니다.
함정은 여기입니다. 1년간의 유예 기간이 2025년 7월 31일로 끝나면서, 이 양식은 개가 미국을 떠난 뒤에는 소급해서 발급받을 수 없게 됐고, 그 날짜 이후 발급된 USDA 수출 검역증명서도 재입국에 인정되지 않습니다. 출국 전에 미국 수의사에게 반드시 받아두셔야 해요. 안 받고 나가면 현지에서 수습할 방법이 없고, 경로 3으로 떨어집니다.
경로 3: 해외에서 접종한 개가 고위험국에서 올 때
- 마이크로칩을 광견병 접종보다 먼저 심어야 합니다. 순서가 바뀌면 접종이 무효라 다시 맞아야 해요
- Certification of Foreign Rabies Vaccination and Microchip 양식 — 담당 수의사가 작성하고 정부 공인 수의사의 배서를 받아야 합니다
- CDC 지정 실험실의 광견병 항체가(티터) 합격 결과 — 다른 실험실 결과는 인정되지 않습니다. 합격 티터는 접종이 끊기지 않는 한 평생 유효해요
- CDC 등록 동물관리시설(ACF) 예약 — 유효한 티터가 없으면 28일 격리 예약이 포함돼야 합니다
- 해당 시설이 있는 공항으로 항공편만 입국 가능하며, 전국에 여섯 곳 정도입니다. 일정이 안 맞으면 항공사가 탑승을 거부해야 합니다
경로와 무관하게 적용되는 조건
모든 개는 도착 시 건강해 보여야 하고, 생후 6개월 이상이어야 하며, 범용 스캐너로 읽힐 마이크로칩이 있어야 합니다. 소형견·보조견·이전에 한 번 다녀온 개도 예외가 없습니다.
고양이는 다릅니다
CDC는 고양이에 대해 Dog Import Form도 광견병 접종 증명도 요구하지 않아요. 건강한 상태로 도착해야 하고 검역 확인을 받을 수 있습니다. 다만 항공사와 일부 주는 자체 요건을 두니, “CDC가 요구하지 않는다”가 “아무도 요구하지 않는다”는 뜻은 아닙니다. 특히 하와이는 자체 격리 제도가 엄격합니다.
다들 잊는 항공사 규정
정부 요건은 절반입니다. 항공사 규정이 더 까다로운 경우가 많아요 — 케이지 규격, 기내 반입 무게 제한, 편당 마릿수 제한, 단두종 제한, 여름·겨울 화물칸 운송 금지 기간, 자체 건강증명서 기한 등입니다. 좌석 예약할 때 반려동물 예약도 함께 하시고, 웹페이지만 믿지 말고 전화로 확인하세요.
한국에서 나올 때: 별개의 절차
미국 입국 규정과 한국 수출 규정은 다른 체계이고 둘 다 필요합니다. 한국은 농림축산검역본부(APQA)가 수출 검역을 담당하며, 일반적으로 ISO 규격 마이크로칩, 광견병 접종 기록, 정해진 기간 안에 받은 영문 건강증명서가 필요하고, 이후 지역 검역본부나 공항 동물검역대에서 절차를 밟게 됩니다. 서식·수수료·기한·예약 필요 여부는 수시로 바뀝니다 — 이 글을 포함해 블로그가 아니라 APQA에 직접 확인하세요.
💡 팁: 문제가 생기는 가장 흔한 원인은 서류 누락이 아니라 서류 간 정보 불일치입니다. 소유자 이름은 여권 영문명과 정확히 같아야 하고, 마이크로칩 번호·견종·모색·성별·접종 일자가 모든 서류에서 동일해야 합니다. 검역관은 한 줄씩 대조해요.
