In the U.S. there is no national law saying a store must take something back. Almost every return is governed by that individual store’s policy — which changes from retailer to retailer, and sometimes product to product inside the same store. Here is how returns actually work in 2026, what quietly costs you money, and what to do when the answer is no.
First: Returns Are Getting Harder
This is the context that explains everything below. Americans returned an estimated 15.8% of all retail sales in 2025 — about $850 billion in merchandise, rising to roughly 17% of holiday sales. Retailers have responded by tightening. According to NRF and Happy Returns, 72% of retailers now charge for at least some returns, up from 66% a year earlier.
So the generous no-questions-asked era is thinning out, and the policy you remember from three years ago may not be the policy today.
Check the Return Window Before You Buy
- 30 days is the common default at most large retailers, counted from purchase or delivery — not from when you opened the box.
- Electronics are shorter. Best Buy runs one of the tightest standard windows of any major chain at 15 days; Apple gives 14. Buy a TV and you may have two weeks, not a month.
- Holiday purchases usually get extensions — many stores let November and December purchases come back into January. Worth knowing before you shop for gifts.
- Final sale, clearance, and as-is mean exactly that — no returns, even unopened.
- Membership tiers and store cards often extend the window. If you are a member, check before assuming you are out of time.
What to Bring
- The receipt — or the order number. For online orders the packing slip or confirmation email is enough. Many stores can look up the purchase by the card you paid with, so bring that card.
- The original payment card. Refunds go back to the original method; pay with a card you have since closed and the refund can become store credit.
- Packaging and accessories. Cables, manuals, and the box matter, especially for electronics.
- Photo ID for no-receipt returns — and see the section below on what happens to that ID.
The Fees That Quietly Eat Your Refund
- Restocking fees. Commonly 15% on opened electronics, special orders, and freight items — and some retailers charge a flat fee on phones and tablets that can run to $45. Ask before you open the box.
- Mail return fees. Several well-known apparel and department chains now deduct roughly $10 to $12 from a mailed refund. Free returns are marketing, not law.
- Original shipping is frequently not refunded at all — only the item price.
- Store credit instead of cash. A growing number of sellers refund only to store credit, especially on free returns and gift returns.
- Opened media, software, and personal-care items are often non-returnable outright.
📦 The Upside: Returnless Refunds
Not everything is tightening. For inexpensive items, shipping a return back often costs the retailer more than the product is worth — so many now issue a returnless refund: you keep the item and get your money back anyway.
It generally applies to items under roughly $75, excluding hazardous, bulky, or recalled goods, and only for shoppers without a history of return abuse. You cannot demand it, but it is worth starting the return online rather than assuming a cheap item is not worth the trouble.
Online Returns: Do It the Easy Way
Start the return in your account on the retailer’s site — never just ship the box back on your own, or it may never be matched to your order. Most sellers give you a prepaid label to print or a QR code you show at a drop-off point, where they box and ship it for you. Always keep the drop-off receipt or tracking number; it is the only proof you have if the refund never appears. Expect roughly 3–10 business days after the warehouse receives it.
⚠️ You Have a Return Record — and You Can Read It
Most large chains run returns through a third-party scoring service, most commonly The Retail Equation, which builds a profile from the ID you hand over. The company says it approves about 99% of requests — but the 1% it flags can include honest shoppers whose patterns simply resemble abuse.
Here is the part almost nobody knows: the CFPB lists The Retail Equation as a consumer reporting company, which means you can request your own Return Activity Report under the Fair Credit Reporting Act — free — and dispute anything inaccurate in it, exactly as you would with a credit report. If a store has declined a legitimate return, that is your first move.
When the Store Says No
- Ask calmly for a manager. Front-line staff usually cannot override policy; managers frequently can.
- Go to corporate customer service. A polite message through the contact form or a public social account gets escalated more often than people expect.
- Dispute the charge with your credit card. Under the Fair Credit Billing Act, billing-error disputes must generally be raised within 60 days of the statement showing the charge. Use a credit card for anything expensive — debit card protections are meaningfully weaker, and with debit the money is already gone while you argue.
- Know the “claims and defenses” right. Separately from billing errors, federal law lets credit card users withhold payment for unsatisfactory goods over $50 purchased in your home state or within 100 miles of your address, after making a good-faith attempt to resolve it with the merchant. It is narrow, but it is real leverage when a seller stonewalls.
- The one federal cooling-off rule. The FTC’s Cooling-Off Rule gives three days to cancel certain sales made away from the seller’s permanent place of business — your home, your workplace, a temporary location — above a dollar threshold. It does not cover ordinary in-store or online shopping. Confirm current thresholds at ftc.gov.
- Your state may give you more. Some states require stores to clearly post a restrictive return policy; if they did not, say so. Your state attorney general’s office takes complaints.
💡 Tip: Photograph the receipt the moment you buy anything expensive, and photograph the item’s condition before you ship a return. Two seconds of effort settles almost every dispute in your favor later. And check the return policy before checkout — with fees now attached to nearly three-quarters of retailers, the policy is part of the price.
