Using Your Korean Driver’s License in the USA (2026): IDP, Exchange States, and the Residency Clock

Just arrived with a Korean driver’s license? Two things decide everything: whether you got an International Driving Permit before you left Korea, and how fast your state’s residency clock runs. In some states you can trade your Korean license for a state one without any test. In California you cannot, and you have far less time than most people assume.

First: You Cannot Get an IDP After You Arrive

This catches people every year. A Korean International Driving Permit (국제운전면허증) cannot be issued by Korean consulates or the embassy in the United States — the Los Angeles Consulate General states this plainly. It is issued only inside Korea, at driver’s license exam offices, police stations, the Incheon, Gimhae and Jeju airport counters, or online for postal delivery.

It is valid for one year from the issue date, and there is no way to renew it from abroad. If you plan to drive here at all, get it before you board the plane.

Second: An IDP Is a Translation, Not a License

An IDP has no force on its own. It only works alongside the physical Korean license, and officers here routinely ask for the passport, the Korean license, and the IDP together — so carry all three. The same applies to the English-language Korean license (영문운전면허증, printed in English on the back): some jurisdictions accept it, but the LA Consulate warns that U.S. police may still ask for all three documents.

The Real Deadline Is Residency, Not the IDP’s Expiration

The one-year IDP validity applies to visitors. The moment you become a resident of a state, a much shorter clock starts, and it typically runs 30 to 90 days. Residency is not about how long you have been in the country — it is triggered by things like signing a lease, paying resident tuition, registering to vote, or claiming a homeowner’s property tax exemption.

The Good News: About 29 States Will Exchange Your License

Korea has driver’s license reciprocity agreements with roughly 29 states as of late 2025 — Maryland was the first, in 2010, and Kansas is among the most recent additions. The list includes Maryland, Virginia, Washington, Massachusetts, Texas, Florida, Oregon, Michigan, Idaho, Alabama, Iowa, Colorado, Georgia, South Carolina, Tennessee, Hawaii, Pennsylvania, Wisconsin, Oklahoma, Arizona, Nevada, Louisiana, New Jersey, Utah and Kansas.

In these states a valid Korean license can be exchanged for a state license without the road test, and in most cases without the written test either. The list changes — states are added, and document requirements shift — so confirm with your DMV and the nearest Korean consulate before you go.

California Is Not on the List — and the Clock Is 10 Days

California has no exchange agreement with Korea, so there is no shortcut: you take the knowledge test and the behind-the-wheel test, the same as a brand-new driver.

More importantly, California gives new residents 10 days — not 30, not 90 — to get a California license once residency is established, under Vehicle Code §12505. An IDP does not extend that window; California treats it as a translation only. Visitors over 18 may drive on a valid foreign license indefinitely, but the day you become a resident, that permission ends almost immediately.

Practical note: the California Driver Handbook is published in Korean, and DMV knowledge tests are offered in multiple languages — ask when you book. Book the appointment the week you arrive; field office waits in the Los Angeles area routinely run weeks.

Documents You’ll Typically Need

Valid Korean driver’s license (not expired — an expired one cannot be used or fixed from here)
Consular-notarized English translation of the Korean license. Some states (Texas, Arkansas) also accept a valid IDP in place of the translation, and some ask for the English Certificate of Driver’s License issued by the Korean National Police Agency
Passport and immigration documents (visa, I-94, I-20 or DS-2019 if applicable)
Two proofs of state residency — lease, utility bill, bank statement
SSN, or a Social Security ineligibility letter if you are not eligible

Keeping Your Korean License Alive While You Live Here

Korean consulates in the U.S. can handle some license business, but not all of it:

Can do: renewal of a Class 2 Ordinary license, and reissue of a lost Class 1 or Class 2 license
Cannot do: renew a Class 1 license (it requires the periodic aptitude exam in Korea), issue an IDP, or extend the renewal window
Cannot fix: a license whose renewal period has already lapsed — once it expires, neither renewal nor reissue is possible from abroad

One 2026 change worth knowing: under the amended Road Traffic Act effective January 1, 2026, the Korean license renewal (aptitude test) window is now six months before through six months after your birthday. Appointments are required at consulates, and mail-in or mobile consular service is not accepted for this.

💡 Tip: If you are moving to a reciprocity state, get the consular translation done before your DMV appointment — the Korean Embassy notes roughly one business day of processing, and consulates that mail documents back need a prepaid return envelope. Turning up at the DMV with an untranslated license is the single most common wasted trip.
